He has been complaining of an upset stomach for a few weeks. For the last couple of days his throat has been hurting him. What really scares me is that he had a bowel movement and there was white foamy looking stuff in it. Of course I didn't see but he said the white dot looking stuff floated to the top of the toilet water like oil in water. The poor boy has no health insurance. My husband had similar symptoms, with no insurance either. After 4 ER visits he went to a gastroenteroligist (sp?) who diagnosed him with Crohn's Disease. It was manageable but the longer it takes to diagnose the more damage it does to the GI tract. Other symptoms include sores on legs, weight loss, trouble swallowing, bloody stools...it gets ugly. Please get him checked by a GI doctor. It will be spendy ($200 or so) but is worth his health and possibly life.

It sounds like you are not metabolizing fat. Could be bile duct or gallbladder issue. Liver issue possible too. But white foamy stool suggests fat metabolism problem.
any hospital emergency room must see and evaluate him regardless of the ability to pay it is Federal Law. That would probably be best to see an MD soon as possible.
Take him to an Emergency Room for evaluation - or if there is a free medical clinic in your area.
Tape worm? Seek medical attention.
If stuff floats then there's no fat in it and that's bad. Seek medical help if it persists.
